Manitoba Provincial Nominee Program (MPNP)

The MPNP (Manitoba Provincial Nominee Program) looks for immigration candidates willing to make Manitoba their permanent home and able to contribute economically to the province. With a nomination from the MPNP, immigration aspirants can receive permanent resident status from the Canadian federal government.

The MPNP is one of Canada’s Provincial Nominee Programs (PNPs), with categories for Workers, for International Students, and for Business Investors.

Choosing Manitoba Immigration

The Manitoba province, located to the west of Ontario, is home to more than 100,000 lakes. Being the fifth most populated province, Manitoba relies heavily on agriculture for its economy, and attracts many immigrants working either in farms, or in its capital city, Winnipeg.

Apart from some federal programs, the immigration authorities of Manitoba offer their own immigration streams. The MPNP has gone through a complete revamping during 2018, with the introduction of new immigration streams.

Some of the Manitoba streams are, for the first time, Express Entry aligned, and some of them are not. In the case of Express Entry streams, those are the same as for the Skilled Workers category, they are just what Manitoba calls a "sub-stream", where the eligibility requirements are the same for both. 

In case of a successful application, a provincial nomination is issued which leads to receiving 600 additional Comprehensive Ranking System (CRS) points. This, in turn, will head the applicant towards obtaining an invitation to apply (ITA) in the following Express Entry draw.

Concerning other non-aligned Express Entry streams, there is no need to be in the pool. There is the Skilled Workers category, which is the same as the Express Entry streams, and the Business Investor category, for wealthy investors, farmers or non-farmers.

A new stream has come in effect in Novemb
er 2018, the International Education Stream. The stream is dedicated to providing faster pathways to nominating international students graduating in Manitoba. In this stream, STEM (Science, Technology, Engineering, and Mathematics) graduates will not require a job offer from an employer in Manitoba to be eligible, while other graduates will require such an offer.

Processing Times

There is no set processing time by program, however, all applicants should have their applications processed within six months, according to the province.
