The Home Child Care Provider Pilot (HCCPP) & Home Support Worker Pilot (HSWP) are 5-year federal pilot programs that let qualified caregivers and their family members come to Canada with the goal of becoming permanent residents.
Overview of the Home Child Care Provider Pilot & Home Support Worker Pilot Programs

The Home Child Care Provider Pilot (HCCPP) & Home Support Worker Pilot (HSWP) programs are 5-year programs that let qualified caregivers and their family members come to Canada with the goal of becoming permanent residents, either with a job offer in Canada as a caregiver or with experience working in Canada as a caregiver.

The application process will be different depending on your situation and how much qualifying work experience you have:
The HCCPP & HSWP programs launched in June 2019 and are set to expire in 2024. The allocation for both pilots is a maximum of 5,500 applications per year, processed on a first-come, first-served basis, and is split as follows:
A job offer/work experience in Canada is needed to be eligible for these pilot programs, however, a labour market impact assessment (LMIA) is not required.
- For the HCCPP program: NOC 44100 - Home child care providers (experience as a foster parent doesn’t count).
- For the HSWP program: NOC 44101 - Home support workers
The application process will be different depending on your situation and how much qualifying work experience you have:
- Gaining experience category: having less than 12 months of qualifying work experience in Canada
- Direct to permanent residence category: having 12 months of qualifying work experience or more in Canada

- Gaining experience category: 1,650 applications
- 1,500 online applications - 2023 allocation : Closed as of January 1, 2023
- 150 alternate format applications - 2023 allocation : Closed as of February 1, 2023
- Direct to permanent residence category: 1,100 applications
- 1,000 online applications - 2023 allocation : Closed as of April 19, 2023
- 100 alternate format applications - 2023 allocation : Currently open
- Gaining experience category: 1,650 applications
- Home Support Worker Pilot (HSWP): 2,750 applications per year
- Gaining experience category: 1,650 applications - 2023 allocation : Currently open
- Direct to permanent residence category: 1,100 applications - 2023 allocation : Currently open
A job offer/work experience in Canada is needed to be eligible for these pilot programs, however, a labour market impact assessment (LMIA) is not required.
Applicant eligibility criteria under both Caregivers Pilot Programs
Below is a summary of the eligibility requirement of the Home Child Care Provider Pilot (HCCPP) & Home Support Worker Pilot (HSWP) programs. There are two eligible categories for each pilot program:
1. Job Offer:
Gaining experience category:
The following requirements must be met for the job offer:
Direct to permanent residence category:
A job offer is not needed for this category, you will need at least 12 months of eligible work experience in Canada instead (see section 2. below).
2. Work Experience:
Gaining experience category:
Qualifying work experience in Canada in not needed for this category to apply for one of the two pilot programs. You will have to apply for a an occupation-restricted open work permit at the same time as the permanent residence application. You will have 36 months from the issuance of you work permit to acquire the necessary 12 months of work experience. Your permanent residence application under this category will be paused until you submit the proof of the necessary 12 months of work experience.
Direct to permanent residence category:
In the last 36 months before submitting an application, you must have accumulated eligible work experience in Canada for at least 12 months.
For both categories:
The following requirements apply for both categories.
3. Education:
For both categories:
The minimum education requirements are is a post-secondary education credential of at least 1 year in Canada, or the equivalent outside Canada.
If you studied outside Canada, you need an Educational Credential Assessment (ECA). You can learn more about how to request an ECA here.
4. Language proficiency:
For both categories:
The minimum language requirements for each of the four language ability, speaking, listening, reading and writing, is CLB5.

- Gaining experience category: having less than 12 months of qualifying work experience in Canada
- Direct to permanent residence category: having 12 months of qualifying work experience or more in Canada
1. Job Offer:
Gaining experience category:
The following requirements must be met for the job offer:
- for a position as a :
- Home child care provider (NOC 44100) for the HCCPP program:
- You must care for children in your own home or in your employer’s private home (can’t be an institutional setting such as a daycare)
- You don’t need to live in your employer’s home to qualify
- Experience as a foster parent doesn’t count for this pilot program
- Home support worker (NOC 44101) for the HSWP program:
- You must care for someone who needs help from a home support worker in your employer’s private home (can’t be an institutional setting such as a nursing home)
- You don’t need to live in your employer’s home to qualify
- Only home support workers are eligible under NOC 44101 for this pilot program
- Home child care provider (NOC 44100) for the HCCPP program:
- Must be full time (minimum 30 hours of paid work per week).
- Must have a salary on your job offer that will be able to support yourself and your family members (and aligned with the Job Bank’s prevailing wages for the occupation in the province or territory of employment or at the national level if no provincial rate is available).
- Must be from a Canadian employer.
- Must be outside the province of Quebec.
- Must be from an employer that is not a business, an embassy, a high commission or a consulate.
- Must be genuine (the need to hire you as a caregiver is real).
Direct to permanent residence category:
A job offer is not needed for this category, you will need at least 12 months of eligible work experience in Canada instead (see section 2. below).
2. Work Experience:
Gaining experience category:
Qualifying work experience in Canada in not needed for this category to apply for one of the two pilot programs. You will have to apply for a an occupation-restricted open work permit at the same time as the permanent residence application. You will have 36 months from the issuance of you work permit to acquire the necessary 12 months of work experience. Your permanent residence application under this category will be paused until you submit the proof of the necessary 12 months of work experience.

- You cannot mix experience in both jobs to fulfill the minimum of 12 months of work experience requirement.
- You don’t have to have worked 12 months in a row, only 12 months total within the 36-month period.
- You can count work experience gained in Quebec if you live outside of Quebec when applying or if you plan to move to another province or territory when applying.
- You can count only paid hours of work.
- You cannot count any week where you worked less than 30 hours.
- You cannot count work hours when you were a full-time student
- You cannot count hours when not authorized to work.
3. Education:
For both categories:

Even if you already have a work permit, you will have to apply for an occupation-restricted open work permit at the same time as your permanent residence application under the HCCPP or HSWP program.
You must fill out application forms and upload documents such as the job offer, proof of work experience, education, language proficiency, police certificate(s), etc. and pay the fees.
After acquiring the necessary 12 months of eligible work experience, you will need to submit proof to IRCC so that the processing of your permanent residence application can resume.
Direct to permanent residence category:
When the eligibility requirements are met, you will need to apply for the Home Child Care Provider Pilot (HCCPP) or Home Support Worker Pilot (HSWP) online (you can apply on paper only if you can't apply online and require accommodations, including for a disability).
You must fill out application forms and upload documents such as the job offer, proof of work experience, education, language proficiency, police certificate(s), etc. and pay the fees.
For both categories:
You are eligible to apply for a Bridging Open Work Permit if you have received a positive eligibility decision (approval in principle) on your application for permanent residence after completing the qualifying work experience.
Your immediate family members (spouse, common-law partner and children) may also be eligible for an open work permit.
When the eligibility requirements are met, you will need to apply for the Home Child Care Provider Pilot (HCCPP) or Home Support Worker Pilot (HSWP) online (you can apply on paper only if you can't apply online and require accommodations, including for a disability).

For both categories:
You are eligible to apply for a Bridging Open Work Permit if you have received a positive eligibility decision (approval in principle) on your application for permanent residence after completing the qualifying work experience.
Your immediate family members (spouse, common-law partner and children) may also be eligible for an open work permit.
Application Fees
The application processing fee is $850 and the Right of Permanent Residence Fee (RPRF) is $515, making a total of $1,365 for a single applicant.
If you include a spouse/partner, you will have to pay the same fees twice, a total of $1,365, which makes it a total of $2,730 for a couple.
If you include a dependent child, you have to add $230 for each child.
Biometrics fees ($85 for one person, or maximum $170 for a family of more than two) will probably be added to your total.
If you apply under the Gaining experience category, you will need to add the Work Permit fee of 155$ as well as the occupation-restricted open work permit holder fee of 100$.
If you include a spouse/partner, you will have to pay the same fees twice, a total of $1,365, which makes it a total of $2,730 for a couple.
If you include a dependent child, you have to add $230 for each child.

As of time of writing, the processing times are the following:
- Home Child Care Provider Pilot (HCCPP):
- Gaining experience category: 35 months + time to process the work experience proof after submission
- Direct to permanent residence category: 29 months
- Home Support Worker Pilot (HSWP):
- Gaining experience category: 33 months + time to process the work experience proof after submission
- Direct to permanent residence category: 29 months
